The report focuses on the violation of the right to education of children with mental disabilities living in institutions. These children were considered uneducable under Bulgarian law until 2002, when legislation was adopted to provide children living in these Homes with education. The Global Initiative to End All Corporal Punishment of Children submits a briefing to each Pre-sessional Working Group of the Committee on the Rights of the Child. The briefings summarise the legal status of corporal punishment in each of the States to be examined, together with any research evidence of prevalence of corporal punishment.
