This report provides supplementary information to the 3rd and 4th periodic report of Canada on the implementation of the CRC, specifcally in relation to General Comment 7, Rights in Early Childhood. The Coalition of Child Care Advocates of BC and the Child Care Advocacy Association of Canada analse two key concerns from recent concluding observations: poverty and child care.
"A Tale of Two Canadas" examines Canada's commitments, the findings of international reports and public input shared by civil society groups - all of which support the conclusion that Canada is a wealthy country whose support for young children and their families is poor. In addition, the report finds that the lack of transparency in Canada's public reporting prevents both the Canadian public and the international community from reconciling and resolving the Tale of Two Canadas. The report concludes with specific recommendations for Canadian governments to implement rights in early childhood.
