En su presentación ante el II Congreso Mundial sobre los Derechos de la Niñez y Adolescencia en Lima, Perú, Jaime Conde, experto en Derecho Familiar e Infantil, reveló la deplorable situación de los y las adolescentes de Puerto Rico como ciudadanos invisibles de un país invisible. Comentó que el estatus colonial del país previene su pueblo de gozar de una ciudadanía plena tanto como ciudadanos de Estados Unidos como ciudadanos del mundo.
