Background

The NGO Group for the Convention on the Rights of the Child (NGO Group) brings together a variety of organisations into a cooperative network. What all share is a concern for the promotion, monitoring and implementation of the UN Convention on the Rights of the Child (CRC).

From 1983 (as the Informal Ad Hoc NGO Group for the Drafting of the CRC) members of the NGO Group were actively involved in the drafting of the Convention. The NGO Group has been credited with having a constructive influence on the Convention's final text. As soon as the CRC had been adopted by the United Nations General Assembly, the NGO Group  decided to continue working as a group on the monitoring and implementation of the CRC and adopted its current name.

Mission and aims

The NGO Group is a registered network with the mission to facilitate the promotion, implementation and monitoring of the CRC. This mission is translated into the following aims:

  • to advocate on behalf of children by raising awareness about the Convention
  • to promote and facilitate the full implementation of the Convention through specific programmes and actions
  • to facilitate the flow of information between the Committee on the Rights of the Child concerned United Nations bodies and the NGO community
  • to facilitate cooperation and information-sharing within the NGO community on monitoring and implementing  the Convention
  • to draw up policies and strategies and undertake action in fields covered by the Convention
  • to contribute to the monitoring work of the Committee on the Rights of the Child
  • to facilitate the creation and support the work of  NGO networks that advance children rights at national level

Structure and functions

The NGO Group is has a membership of over 50 international non-governmental organisations. Each of these have a constituency and/or activities in at least three countries. Some members are directly involved in the implementation of the CRC through their aims and activities. Others have child welfare as their primary focus. There are also members, such as special interest groups, religious based charities, women's organisations, professional associations and trade unions, for whom the rights of the child form one aspect of a wider mandate.
Full members meetings are held twice yearly in Geneva to coordinate NGO Group action and develop joint strategies. Other intergovernmental organisations, such as UNICEF, participate at this, and other levels as,  observers.

Subgroups

NGO Group members form Subgroups and Taskforces to work on themes or issues related to specific articles of the CRC. These thematic areas include child labour, sexual exploitation, children in armed conflict and displacement, to name a few. Subgroups form an integral part of the NGO Group's work in ensuring that children's rights is actively advanced within the UN system, as well as other international fora. Through these Subgroups members have a platform for debate and joint action.

Coordinating Committee

The overall work of the NGO Group is facilitated by the Coordinating Committee and includes Subgroup convenors.  The committee coordinates actions undertaken by and on behalf of the NGO Group. 

Projects

The NGO Group has two projects, namely the Liaison Unit and the Focal Point on Sexual Exploitation of Children.

Liaison Unit

The Liaison Unit forms an important core area of the NGO Group's work. It began in the early 1990s to ensure that national level NGOs participated in the reporting process of the Committee on the Rights of the Child. It strengthens cooperation between the global NGO community and the Committee. The Unit also monitors the existence and work of national child rights coalitions worldwide. It provides technical support to coalitions toward effectively promoting, monitoring and implementing the CRC. To these ends the Liaison Unit:

  • assists NGOs to participate in the pre-sessional working group meetings of the Committee
  • provides regular information to keep NGOs/coalitions in over 90 countries informed about and involved in key international events and developments related to children rights
  • creates tools and guides for NGOs/coalitions for advocacy and monitoring
  • provides training to NGO representatives in child rights advocacy and networking

Focal Point on Sexual Exploitation of Children

The Focal Point on Sexual Exploitation was created in 1996 by the co-organisers of the World Congress Against the Sexual Exploitation of Children. The Focal Point facilitates collaboration amongst interested parties at all levels to facilitate the co-ordination of global action to combat child sexual abuse, exploitation and violence within the framework of the Convention on the Rights of the Child and the Stockholm Agenda for Action. It also addresses the need for international information co-ordination and for monitoring issues related to child sexual exploitation, violence and abuse. The Focal Point activities include:

  • providing relevant information on child sexual exploitation to an array of national, regional and international organisations including the Committee on the Rights of the Child;
  • publishing a newsletter three times a year for some 1000 contacts;
  • organising annual consultations and regional workshops;
  • examining progress, challenges and emerging issues regarding child sexual exploitation and abuse.

Priority activities for 2000-2005

The NGO Group's main aims for the years 2000-2005 are:

  • to actively contribute to key international events both within and outside the UN system.  These include the Committee on the Rights of the Child, the annual UN Commission on Human Rights, the UN Special Session on Children, the Yokohama Congress,  and  ILO Congress 2002 on child labour,
  • to be an international focal point for NGOs and other interested parties for information, facilitation and debate on issues and themes related to children's rights,
  • to attract more NGOs from various sectors, in particular development agencies for membership to the NGO Group,
  • to contribute to the work of the UN treaty bodies and special rapporteurs towards ensuring that children's rights are mainstreamed into the wider human rights arena.

The NGO Group publishes information about the content and implementation of the Convention.  Publications in English, French, and Spanish are available in hard copy format (for a nominal fee) from the Secretariat of the NGO Group, or in pdf format on the CRIN website. This includes the following:

Membership

To become a member of the NGO Group mail a letter of application along with copies of recent annual reports and audited accounts. The application will be reviewed based on existing criteria for membership and approval awarded by the full membership.
